## What it is
The state licensing office's 2023 webinar on lead: health risks, the family flyer, lead prevention training, and water lead testing for child care centers.

## 3 things to know
- Centers built before 2010 had to test drinking and cooking water for lead by January 1, 2023, then every five years. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=13]
- Family child care homes don't have to test water, but every provider must give families the lead flyer (PUB 515). [presenter said at 00:02:55, not independently confirmed; presenter said at 00:04:59, not independently confirmed]
- If a faucet tests high, block it, provide other water, and tell your regional office right away. [presenter said at 00:23:28, not independently confirmed; presenter said at 00:14:11, not independently confirmed] [current rule: outlets at or above 5.5 ppb must be removed from service (PIN 26-05-CCP).]

## What to do
- All providers, homes and centers: give each family the Lead Poisoning Facts Flyer (PUB 515) when their child enrolls. [presenter said at 00:02:55, not independently confirmed; presenter said at 00:04:59, not independently confirmed]
- Centers built before January 1, 2010: the first water lead test was due January 1, 2023 (now past). Retest every five years after the first test. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=13]
- Newly licensed centers: the presenter said to test within 180 days of licensure and post the results. [presenter said at 00:11:55, not independently confirmed; presenter said at 00:19:39, not independently confirmed]
- After sampling, send the completed, signed documents to your regional office within two weeks, and post results where parents can see them within 24 hours of receiving them. [presenter said at 00:19:25, not independently confirmed; presenter said at 00:19:39, not independently confirmed]
- If an outlet exceeds the lead level: make it inaccessible, provide another water source, notify your regional office right away, and post and give parents a notice of exceedance. [presenter said at 00:23:28, not independently confirmed; presenter said at 00:25:26, not independently confirmed]

## Welcome and agenda
- The Child Care Advocates held this webinar on lead on September 12, 2023. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=1]
- The agenda covered AB 2370 (Chapter 676, Statutes of 2018), harm from lead, lead education and lead testing requirements. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=13]

## Facts about lead

- The presenter said lead's effects on children cannot be reversed. [presenter said at 00:06:07, not independently confirmed]

## AB 2370 key requirements
- AB 2370 requires information for families about lead poisoning, lead prevention training, and water lead testing. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=6]
- The presenter said both homes and centers must give families the informational flyer about lead poisoning. [presenter said at 00:02:55, not independently confirmed]

## The lead flyer (PUB 515)
- The Lead Poisoning Facts Flyer is PUB 515. The presenter said it must be given to families when their child enrolls. [presenter said at 00:04:59, not independently confirmed]

## Health risks and symptoms
- Most children with lead poisoning may not look or act sick, and symptoms may be mistaken for common childhood complaints. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=10]
- The presenter said children can get a blood lead test, and that it is free with (as captioned) 'medical'. [presenter said at 00:07:36, not independently confirmed]
- CDPH's Childhood Lead Poisoning Prevention Branch: (510) 620-5600. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=10]

## Lead in our environment
- Sources of lead include old paint, soil, gasoline, plumbing materials and water. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=11]
- The presenter said testing is the only way to know if tap water has lead. [presenter said at 00:09:10, not independently confirmed]

## Lead prevention training
- For licenses issued after July 1, 2020, the Preventive Health and Safety course must include lead prevention (PIN 22-13-CCP). [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=12]
- The presenter said new applicants and at least one director or teacher need proof of completing the course. [presenter said at 00:11:11, not independently confirmed] [coming October 1, 2027: all staff providing care in a center or family child care home, and substitute adults in homes, must have current pediatric first aid and CPR and at least 16 hours of health and safety training (PIN 26-11-CCP, checked 2026-09-29).]
- The presenter said you don't have to retake a course taken before lead was added, unless it was before July 1, 2020 and you're applying for a new license or change of location. There is no longer a standalone lead course. [presenter said at 00:10:33, not independently confirmed; presenter said at 00:10:46, not independently confirmed; presenter said at 00:11:00, not independently confirmed]

## Lead testing: AB 2370 details
- Under Health and Safety Code section 1597.16, licensed centers built before January 1, 2010 had to test their water for lead by January 1, 2023, then retest every five years after the first test. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=13]
- Only centers must test drinking and food preparation water. The requirement does not apply to family child care homes. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=13]
- The presenter said newly licensed centers must test within 180 days of licensure, and that testing is not a pre-licensing requirement. [presenter said at 00:11:55, not independently confirmed; presenter said at 00:25:07, not independently confirmed]

## Child care center water testing: who, what, how often
- The presenter cited a May 2023 Environmental Working Group study: one in four California child care centers had at least one outlet with an exceedance (heard in auto captions). [presenter said at 00:12:46, not independently confirmed]
- The presenter said to test cold water faucets, fountains, filtered water dispensers and refrigerator water dispensers, meaning any faucet used for drinking or cooking. [presenter said at 00:13:38, not independently confirmed]
- The presenter said if a result equals or exceeds 5.5 ppb, you can fix the faucet or take it out of service. The slides define an exceedance as more than 5 ppb. [presenter said at 00:14:11, not independently confirmed] [current rule: outlets at or above 5.5 ppb must be removed from service (PIN 26-05-CCP).]

## Lead testing PINs and certified samplers
- Lead testing PINs: 20-01-CCP (water lead testing in centers), 21-21.1-CCP (written directives), 22-20-CCP (resources and requirements) and 22-06-CCP (FAQs). [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=15; ✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=28]
- Labs must be ELAP-accredited. PIN 21-04-CCP covers state and federal funding for testing and remediation. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=16]

## Preparing for water sampling
- The presenter said to test only faucets used for drinking or food preparation. If you test another faucet and it exceeds, you still have to fix it. [presenter said at 00:18:05, not independently confirmed]
- Sampling can't happen during extended breaks, and every water outlet, sampled or not, goes on the facility map. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=18]
- Don't use any water source for 8 to 18 hours before sampling. The presenter said if water is used within eight hours before the appointment, it must be cancelled and rescheduled, and night sprinklers must be turned off. [presenter said at 00:18:49, not independently confirmed; presenter said at 00:19:03, not independently confirmed]
- The presenter said the most common source of lead in water has been an older fixture. [presenter said at 00:20:01, not independently confirmed]
- The presenter said a center with no outlets used for children's drinking or food preparation should call its regional office; exemptions are case by case. [presenter said at 00:22:53, not independently confirmed]

## Forms and exceedances
- The lead packet: LIC 9275 (sampler self-certification), LIC 999 (facility sketch) and LIC 9276 (sampling checklist). [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=20]
- The presenter said to send the completed, signed documents to the regional office within two weeks of sampling, and post results for parents within 24 hours of receiving them. [presenter said at 00:19:25, not independently confirmed; presenter said at 00:19:39, not independently confirmed]
- With an exceedance, the packet also includes the certification of results and photos of each source matching the LIC 999 labels. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/Lead-Licensed-CCF-0923.pdf#page=21]
- The presenter said an outlet that exceeds must be made inaccessible, another water source provided, the regional office notified right away, and a notice of exceedance posted and given to parents. [presenter said at 00:23:28, not independently confirmed; presenter said at 00:25:26, not independently confirmed]
