## What it is
The state licensing office's March 2025 quarterly webinar: fire waivers, disaster plans, new laws, mandated reporter training, top violations, respiratory illness, and wildfire ash cleanup.

## 3 things to know
- For mandated reporter training, take only the child care providers portion; the certificate is free. Renew it every two years. [presenter said at 00:19:25, not independently confirmed]
- Keep your disaster plan (LIC 610/610A) current, and report incidents to your regional office on LIC 624. ## Most commonly cited deficiencies, 2023
- Infant, preschool and school-age centers: mandated reporter training (renew every two years), adult immunizations (proof of measles and pertussis vaccination unless exempt), and lead exceedance. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=12] [current rule: center staff and volunteers also need a flu vaccine each year between August 1 and December 1, which they may decline in writing (HSC §1596.7995).]
- Centers without an exemption must test water for lead at least every 5 years. Other frequent citations: missing LIC 503 health screenings, missing or expired CPR/first aid, physical plant problems, and reachable chemicals. [presenter said at 00:21:06, not independently confirmed; presenter said at 00:21:20, not independently confirmed]
- Infant centers: an LIC 9227 Individual Sleeping Plan is required for infants up to 12 months, and staff must physically check sleeping infants up to 24 months every 15 minutes. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=13]
- Document labored breathing, signs of distress, or sleeping other than on the back, and getting emergency care, the presenter said. [presenter said at 00:23:08, not independently confirmed]
- Family child care homes: mandated reporter training; CPR and first aid current and from an approved provider (renewed every two years, the presenter said); a current disaster plan and fire drills every six months; and dangerous items within reach. [presenter said at 00:23:52, not independently confirmed; presenter said at 00:24:23, not independently confirmed] [coming January 1, 2027: emergency and disaster practice drills must be held at least quarterly (Health & Safety Code §1596.868(c); PIN 26-11-CCP, checked 2026-09-29).]
- Other top citations for homes: the child's written medical assessment, carbon monoxide, and disaster drills, the presenter said. [presenter said at 00:24:37, not independently confirmed]

## Fatalities in licensed child care
- CDSS posts child care facility fatality data on its website, as the federal Child Care and Development Block Grant requires. The table shown covered 2017 through 2023; the numbers are not in the slide text. [presenter said at 00:25:17, not independently confirmed]

## Respiratory illness guidance (CDPH)
- Adriana Stanley of CDPH's COVID-19 Control Branch presented. [presenter said at 00:26:38, not independently confirmed]
- Flu, COVID-19 and RSV (the 'big three') spread the same way, affect similar groups, and together can strain health care. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=19]
- For March 9-15, 2025, flu was moderate and falling and RSV and COVID-19 were low. The presenter called it one of the worst flu seasons in 15 years. CDPH's respiratory virus report comes out every Friday. [presenter said at 00:28:47, not independently confirmed; presenter said at 00:29:38, not independently confirmed]
- Mycoplasma pneumoniae ('walking pneumonia') and whooping cough have been rising. Mycoplasma needs antibiotics; vaccinated whooping cough cases are milder. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=21; ✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=22]
- Everyday actions: stay up to date on vaccines, stay home when sick, wear a well-fitting mask, clean surfaces, wash hands, cover coughs, and improve air. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=25]
- People 6 months and older are eligible for COVID-19 and flu vaccines. CDC estimates flu vaccination in 2023-2024 prevented at least 7 million illnesses; COVID-19 vaccines cut severe illness by about half; RSV immunizations cut hospitalization by 75% in adults 60 and older. [presenter said at 00:33:52, not independently confirmed] [changed since: for 2026–27, CDPH recommends COVID-19 vaccine for narrower groups, such as children 6–23 months and adults 65+ (checked 2026-09-22).]
- Stay home when sick, and employers should set policies that don't push sick people to come in. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=28]
- A child can return when symptoms improve, staff can meet their needs safely, and fever or vomiting meet return guidance. Take extra precautions for 5 days after. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=29]
- For outbreaks, review Title 22 §101212(d) (centers) or §102416.2(c)(3) (homes); the local health department usually leads the response. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=30]
- At-home flu/COVID combination tests are FDA-approved; home test expiration dates have been extended; early treatment can reduce severe illness. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=31; ✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=32]

## Wildfire ash and soot cleanup (CDPH)
- Cyrus Rangan, a pediatrician and medical toxicologist at CDPH, presented. [presenter said at 00:42:31, not independently confirmed]
- About 5 million housing units, 45% of California's housing, are in the wildland-urban interface. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=38]
- Ash and soot can contain fine dust, metals such as lead and arsenic, asbestos and household chemicals. Testing usually doesn't change the cleanup, though testing for lead after cleanup can help. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=39; ✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=40; ✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=41]
- If ash lands on an undamaged child care site, a professional is best; for a small job, wear an N95 or P100 respirator (not a wet cloth), gloves, long sleeves, closed-toe shoes and goggles, and double-bag your clothes. [presenter said at 00:50:39, not independently confirmed]
- Ventilate after the air improves, use charcoal-filter purifiers and MERV 13 or better HVAC filters, and avoid dry sweeping and dry vacuuming. Use a HEPA vacuum; wet wiping and mopping works best. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=43; ✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=44]
- If neighbors are still cleaning, keep doors and windows closed, wash hands and toys often, keep children inside and away from affected areas, and take shoes off. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=45]
- A low-cost do-it-yourself air purifier (Corsi-Rosenthal box) uses a box fan, MERV 13 filters and tape. [✓ official source: https://cdss.ca.gov/Portals/9/CCLD/CCP%20Documents/March%202025%20PW%20PP%20Deck_Accessible_Translation_.pdf#page=47]
